He is author of the first edition of a college text book on intelligence, Silent Warfare: Understanding the World of Intelligence and co-editor, with Gary J. Schmitt, of the second and third editions. His articles on intelligence and arms control have appeared in a number of journals. Shulsky received his undergraduate education at Cornell University, majoring in mathematics, and did his graduate work at the University of Chicago, where he earned his M.A.
