You should not have residential grade E900 routers everywhere, each will support 6 or 7 guest devices max before they are going to crash, and you'll spend most of your time having to reboot them. These should all be business grade access points instead, which can easily support 50 to 100 guest devices per each AP. Examples of good APs are Cisco, EnGenius, I'm sure someone on this forum will say Ubiquity, but I don't agree - there are many other business grade manufactures, but Linksys/Dlink/Netgear is not among them. All these access points will connect back to a switch, that switch connects to just one router, and that router connects to your ISP. If you really need all the features you mention, you need to look into a controller, for example Nomadix or Cisco WLC, I'm sure there's others. If you just want to control/provide a fair minimum bandwidth per guest device, say 512K, any router supporting throttling or QoS can do that, but it likely won't provide 'reports' on data used per guest device, nor have Captive portal or client disconnect options. There are many 'build you own' type systems, including Untangle and others at: but I'm not a big fan as they all have issues.
